American democracy is facing one of its most serious tests in generations. Deepening polarization, declining trust in democratic institutions, attacks on elections, and rising extremism threaten a system that — for all its imperfections — has enabled remarkable progress in freedom, opportunity, and rights for nearly 250 years. For the Jewish community, the stakes are especially high. Jewish life in America has flourished alongside a democracy that protects pluralism, minority rights, and peaceful disagreement. Preserving and strengthening that democracy isn’t abstract work — it’s essential to our collective future.

That’s why, over the past year, A More Perfect Union has been asking a clear question: What will it take to meet this moment — not just with urgency, but with clarity, focus, and impact?

The result is our 2025–2028 Strategic Plan.

Why a New Strategic Plan — and Why Now

Democracy does not sustain itself.

While concern about democratic decline is widespread, fear alone doesn’t build lasting commitment or meaningful action. To protect and strengthen democracy, we need more than reaction — we need a clear strategy grounded in what we’ve learned, where we can have the greatest impact, and how change actually happens.

This strategic plan reflects:

  • Years of learning from research, partners, and advisors

  • Honest assessment of what’s working — and what isn’t

  • A commitment to focus our energy where it matters most

At its core, it reflects our belief that the American Jewish community has a vital role to play in renewing democratic life.

Our Strategy: Three Priorities for the Next Three Years

Over the next three years, our work will focus on three interconnected priorities. Together, they reflect how democratic renewal happens — from inspiration, to capacity-building, to action.

  • Democracy isn’t a partisan issue. It’s the operating system that allows people with different beliefs and identities to live together, resolve disagreements, and pursue the things that matter most.

    We will:

    • Build a compelling, accessible case for democracy rooted in Jewish experience and values

    • Test and share messages that resonate across ideological differences

    • Create clear, evidence-based pathways for people to engage meaningfully in democratic life

  • Jewish institutions are trusted anchors in their communities. When they are equipped with the right tools, knowledge, and networks, they can play a powerful role in renewing civic culture.

    We will:

    • Support institutions with training, resources, and funding

    • Strengthen civic knowledge, skills, and relationships within Jewish communities

    • Grow and deepen the Jewish Partnership for Democracy as a national platform for shared learning and action

  • When democratic norms are under threat, silence and delay come at a cost. Leaders need the capacity to recognize risks early and respond with confidence.

    We will:

    • Help leaders identify and understand emerging threats to democracy

    • Offer scenario planning, guidance, and rapid-response support

    • Mobilize trusted voices to defend democratic norms when it matters most

What Success Looks Like

By 2028, we aim to see:

  • More American Jews who understand why democracy matters and feel motivated to protect it

  • More Jewish organizations leading civic learning, engagement, and renewal in their communities

  • Stronger networks of leaders prepared to act when democratic norms are challenged

We will measure progress through research, partner feedback, participation data, and real-world outcomes — and we will adapt as we learn.

  • Strategic communications and public response
